Section #5: PLAYER MOVEMENT
5.1: General
  1. All players must register for the Centre in which they reside, in accordance with the OMHA Manual of Operations 
  2. All players are encouraged to play at the level of their ability but no player may be forced to play at a higher classification against their wishes.
  3. With respect to EMHA Local League Teams, no movement will take place after team balancing has been completed unless in extreme circumstances and with approval of the Local League Contact and the Executive.
  4. No player may be transferred without the approval of respective Contact. 
  5. If a Rep player terminates his participation of his own volition, after the league starts, and wishes to move to Local League he must have approval of the Executive. Please note that a position may not be available on the team the player wishes to move to due to player number considerations/restrictions.
  6. Local League player movement for team balancing will be at the discretion of the Local League Contact and the Executive.
5.2: Waiver (AAA hockey)
  1. a. Any player resident in EMHA’s boundaries is eligible by waiver, to try-out and register with a AAA team that is adjacent to the boundaries (i.e. Barrie).  Players must still register with EMHA prior to try-outs. A player Release is not required  for AAA hockey.
  2. The waiver referred to at a. above, only applies to AAA programs; a waiver cannot be used to register a player at AA, A or below.
  3. Players wanting to try out or play AAA hockey, must complete and submit to the OMHA Contact, a Player Tryout Permission Form. A copy of the form is contained in the forms section of the EMHA web site (www.essaminorhockey.com).
  4. The OMHA Contact will arrange for appropriate sign-off of the form and return it to the player.
  5. If successful in the tryout attempt, the waiver on the back of the Permission to Skate form will be signed off by the President. The player will then provide the form to the AAA Team to aid in registration with the AAA hockey club.
5.3: Underage Player Movement
  1. This section applies only to players moving up one age group to compete for or,  play on a Representative Team.
  2. To qualify as an underage player the player must excel at their position with exceptional skills. This will be determined by the Executive in consultation with previous Coaches.
  3. In order to be successful at the higher level, the player must be rated within the top five (5) selections for the Representative Team.  If player is unsuccessful with the advanced age group, they shall remain eligible to try out for the team of his/her age category.
  4. Further to c. above, in the case of an underage goaltender, the Team Coach, Association Head Coach and OMHA Contact, in consultation with each other, will determine whether the goaltender is successful in their try-out attempt.   If unsuccessful with the advanced age group, the goaltender shall remain eligible to try out for the team of his/her age category.
  5. Players trying out for a Representative Team one level higher than their substantive age category are not eligible to participate in tryouts for, or play on Additional Entry Teams of the above age group.
  6. Any player who wishes to try out as an underage player for a Rep. Team must concurrently try out in his own age group.  All Rep Coach’s must inform the OMHA Contact, in writing, of any underage player try-outs/selections.
  7. If players are of equal ability, and one is under-age, the player who is the proper age shall  be selected over the under-aged player.
  8. Local League players must play within their own age group, unless they are an Affiliated Player for a team in the next higher age group.
5.4: Permanent Player Movement (Release)
  1. Any Player Release must be signed by the Association President and Secretary.
  2. The President, in consultation with members of the Executive, may at their discretion, initiate and action a Player Release for any reason, which they deem, is in the best interest of the Association.
5.5: Player Relief
  1. The responsibility for the relief of any player from EMHA is vested with the President in consultation with the members of the Executive and governed by the rules and regulations of the OMHA.
  2. A one (1) year relief may be granted for a player to play in an adjoining Centre, if EMHA is unable to provide a place to play at the players designated age group.
  3. If a player is granted a relief, the player is then granted all the rights and privileges of that Association for that year.
  4. Following the one-year relief, the player reverts to EMHA membership status/eligibility and must register with EMHA in accordance with OMHA Manual of Operations.
5.6: Affiliated Players
  1. At the beginning of the season, all teams wishing the use of affiliated players must complete an OMHA Affiliated Player form listing all players they wish to affiliate. The form must be signed by the Team Head Coach, the Affiliated Player’s Registered Team Head Coach, and the Parent/Guardian. In the signing of this form, the Registered Team’s Head Coach has given consent for this player to play as an Affiliated Player. On completion of the form, it is to be provided to the appropriate Contact.
  2. Players may play as affiliated players provided it does not interfere with regular scheduled games, practices, tournaments, or playdowns and travel time of their registered team. Each player may only be affiliated with one team. The following affiliations may be approved by the Contacts:

    i. Rep player from a lower division to higher division (i.e. Peewee Rep to Bantam Rep, Peewee Rep to AAA Peewee).

    ii. Local League player to Rep team (i.e. Peewee LL to Peewee Rep)

    iii. Local League player from a lower local league division to a higher local league division (i.e. Peewee LL to Bantam LL).
  3. Coaches shall advise their respective Contact of all movement of players, prior to any movement of players.
  4. All player affiliation to teams shall be in accordance with, and meet the requirements of the OMHA Manual of Operations.
  5. Prior to a player participating in a game as an affiliated player, the player's name must appear on the team's "Affiliated Player List" duly submitted and approved in accordance with OMHA requirements.
  6. Once the Coach from the team to which the player is registered, signs the Affiliated Player List, the player is approved to participate as an A/P without further consent or approval from the coach of their registered team, provided that:

    i. there is no conflict of a game or practice with the player's registered team;

    ii. the game for which the player is A/P'd does not take place prior to a game for the players registered team, on the same day; and,

    iii. the game for which the player is A/P'd, does not conflict with any  team activity or event with the player's registered team.
  7. Where a situation described in f i, ii, or iii, above exists, the coach must obtain explicit approval from the Coach of the player’s registered team in order for the player to participate,  prior to contacting the player.
  8. Local League coaches shall only use A/Ps where the number of players available from his/her team, for any given game, is less than twelve (12).
  9. No single player may play as an Affiliated Player in more than three consecutive games or practices or in more than five games or practices in one season, including playoffs.
  10. Exceptions to i. above may be considered and approved by the Executive Committee at the written request of a Team Head Coach. All such request must include a detailed explanation for requesting such exception.
5.7: Junior OMHA Clubs
Release of EMHA Players to Junior Clubs shall be negotiated using the OMHA “Release Guidelines Fees” and a written agreement between EMHA and the Junior Club.  The Junior Club shall pay to EMHA seventy-five percent (75%) of all development fees received by the Junior Club for that player.
5.8: Minor Waiver to Junior OHA Clubs
  1. The player shall be registered with EMHA before a Minor Waiver is granted.  The registration shall be current for that playing season.
  2. All rights to the player shall revert to EMHA at the end of the playing season.
  3. EMHA player requesting a Waiver to a Junior Club shall be in agreement with EMHA, the player’s parents/legal guardian, all rules regulations, By-Laws and/or statutes of the OMHA governing Minor Waivers.
  4. Such agreement shall provide for the right of the player or his/her parent/legal guardian to request his/her return to EMHA any time up to midnight December 15th of the current playing season.
  5. In the event the player receives any money as a direct or indirect result of being recruited, drafted, etc., EMHA shall receive a sum equal to seventy-five percent (75%) of all such monies.
